No two projects operate in isolation. Every decision has downstream consequences.
Change management in a program of this scale is a continuous, resource-intensive challenge. When cost overruns, delays, or regulatory changes arise — and in a program this size, they always do — the team needs to model multiple budget scenarios quickly, with accurate numbers, and on short notice. Requests for updated scenario analysis could come at any time, from federal oversight bodies or agency leadership, and had to be defensible.
The conventional answer was to pull data manually from disconnected finance, supply chain, asset, and project management systems — rebuild the model — and run the analysis by hand. It was slow, error-prone, and scaled poorly with program complexity. Multiple budget requests in a single year placed enormous pressure on a small, specialized team.
The Solution
They needed a platform that could hold the full program in a single model, maintain all 16,000 logic ties, and allow planners to run ‘what-if’ scenarios rapidly — without rebuilding from scratch each time.
